DEAR EDITOR: Monies are being mis-spent repairing the old Cargo shed, instead of recognizing the strategic importance of Antigua’s location in the chain of islands coupled with our big new seaport. For years we have been promised an upgraded, digitized Cargo Complex, it was even relocated to the Dato Tan lands on RWY10 in the DIWI Airport expansion plans.

Only now, to have Cargo once more relegated to the same old cargo shed with a fence and some paint. Customs seems to be under the control of the new airport management, where “scotch tape and spit” repairs will continue the use of the property they once managed.

The arrogant manner in which the Cabinet authorized decision was executed, had all the trickery of a hostile takeover, where Customs was put on the back burner. The cargo  operators were advised that the takeover would be of the entire building and that all leases with Customs would reset under ABAA control. Companies holding leases for 10 & 20+years were told they would have to apply for space, and further, ABAA replaced their locks on their leased areas, returning keys to those they liked, and holding out in others they sought to put out of business. VCBIA gets crazier every day as the Rules are sought in order to break them, as arbitrary governance of the airport continues.

The plot to seize the Cargo shed was planned to take place while the Comptroller of Customs was off island, taking care of personal affairs, which would guarantee enough time to create confusion without his interference.

The mission was accomplished in that the changing of the locks allowed ABAA to pick and choose who would operate in the most vulnerable part of the airport, which ABAA had most recently been discovered to have corrupted. For several years the Security Directorate of VCBIA had two illegal businesses operating on the restricted area with vehicles, meeting aircraft and moving cargo without supervision or any authorized oversight.

With a Statutory body which insists that ‘nobody tells them what to do,’ and which refuses to comply with the Rules & Regulations which govern Airports, except when it suits them, Customs is having a hard job dealing with its control of the Airport’s gates as it’s mandate demands.

With plans being made for ease of movement of goods and services in the region, Antigua is dropping the ball, as small minds seek to capture small monies, while the revenues of the regional cargo transfer hub is put on the back burner.

It sometimes causes us to wonder if this is intentional, to allow the hub to be controlled by another country, thereby depriving Antigua of our logistical capability of creating the northern aviation hub for Passenger & Cargo.
