Antigua’s work permit law requires expatriate job workers to have an understudy. The thinking of our elders was to prepare Antiguans to assume leadership roles in the Public and Private sectors.
Many of these grand plans for growing Antigua’s Human Resources to accommodate the thriving tourist industry have failed to materialize, and our Black and poorest people are still just chambermaids, cooks, waiters, gardeners, drivers, fetch and carry, just one step ahead of the field.
Our dear Papa VC had heart for his people, so when the Economic study programmed Antigua for ‘animal husbandry’ otherwise known to us as rearing cattle, sheep & goat, Papa said no, ‘my people can’t come out of the cane fields to run ‘cakkle’ in the hot sun! And so Antigua & Barbuda was among the first Caribbean islands to invest its people and beaches into the tourism industry.
Antigua started at the top of their game with ultra wealthy places like Mill Reef & Half Moon Bay Resort followed by the high-end & business resorts, Blue Waters, Anchorage, Halcyon & Hawksbill, and more plus a Deep Water Harbour.
However, at no time in its growth and development of the hotel & tourist industry has the Government sought to implement the law requiring an understudy to the expatriate management. It follows that Antigua has produced excellent middle management who do all the work, including educating many of the newcomers, in their first experience working in a small island community.

Government on the other hand, seeks to head their business-oriented areas of Government like statutory bodies with expatriates. In more recent times Black and regional persons have replaced the many white and other internationals previously employed. They found that non-nationals obeyed without question, and could be relied on to cover up inadequacies in government schemes.
The time has come for the Government to enforce that important aspect of the expatriate work permit, the understudy, thereby ensuring Antiguans break the glass ceiling in their own country.
