Govt. ordered to pay former CH&PA CEO 29 months salary, other benefits after wrongful dismissal

Kaieteur News- Acting Chief Justice Roxanne George has ruled that the State must pay former Chief Executive Officer (CEO) of the Central Housing and Planning Authority (CHPA), Lelon Saul, for unlawful termination.

Shortly after the People’s Progressive Party (PPP) government took office in August 2020, Minister of Housing and Water, Colin Croal, terminated Saul, who was on a three-year contract, with one month’s notice.
Saul is a retired Lieutenant Colonel of the Guyana Defence Force (GDF) and also worked with the United Nations Development Programme (UNDP). He was appointed as CEO of the CH&PA in early 2017 by the A Partnership for National Unity + Alliance for Change (APNU+AFC) government.
Saul contested his dismissal and retained the services of attorney-at-law, Darren Wade. Together, the minister’s decision to terminate Saul was challenged at the High Court.
“The Chief Justice ruled that Saul’s dismissal was unlawful and ordered that he be financially compensated for the remaining 29 months of his contract. This decision underscores the legal validity of Saul’s position and affirms his entitlement to the full benefits of his employment agreement,” the lawyer said in a statement.
For his part, Saul said that he is deeply gratified by the Chief Justice’s ruling, which he said has affirmed that his termination was unlawful.
He noted, “This judgment not only vindicates my position but also reinforces the importance of fairness, due process, and the rule of law in our society. I have always maintained my commitment to serving the people of Guyana with integrity and dedication during my tenure, and I am thankful that the court has recognized the injustice done to me.”
Saul stated that while no amount of compensation can fully address the personal and professional toll the ordeal has taken on him, he is relieved that the court has ordered monetary compensation for the remaining 29 months of his contract.
“This decision allows me to move forward with my life and career, knowing that justice has been served,” he noted.
