DEAR EDITOR: Several important Ministries added to Minister Max Fernandez portfolio of Tourism are badly mismanaged or ignored by the Minister because of lack of knowledgeable technicians and no plans for the future. Like most Ministers without professional background education, a cadre of experienced and learned individuals are expected to advise the Minister and function in the edification of the Ministry personnel. This is  present in Tourism and most absent in Civil Aviation.

The Minister himself being a very simple person, has allowed those whose with limited knowledge to oversee the one asset of the Ministry, its Statutory Body, VCBIA; choosing an Aviation teacher instead of a modern Airport operations strategist; a retiree, past the age where technology of the future could have any impact, with no capacity to pass on anything futuristic to young aviators. The new demands in aviation are so high-tech that very few in our region can overhaul and implement what is necessary for the new generation of equipment and aviation technology being launched worldwide.

The paint and picket fence approach to an important airport gateway which demands an operation overhaul, can only pretty up the airport while covering up the operational inefficiencies, while gross security breaches continue to fail our country’s profile internationally. To quote our most on-point poet, Boldface, “If you don’t know, you just don’t know you don’t know!

Aviation is not just teaching theory, it must be in conjunction with active hands-on training, and current experience in ALL areas of airport activity and operations.

Antigua’s main and only truly international airport recently failed its TSA inspection in a most important area of Security in very simple areas. The only police officer knowledgeable in ICAO expectations was removed from the airport without any explanation, leaving the rumor mill to murmur of his serious oversight capability, which was preventing big-shots from doing their hustle past Customs. It is said his removal caused the airport Security failure.

If Antigua and Barbuda are to achieve their former Category 1 status, and be respected by the U.S., it can only be by implementation of ICAO Rules, Regulations & Transparency, and VCBIA willingness to comply. Antigua’s ten year old airport terminal needs an overhaul as several important areas are not functioning properly, especially in passenger care and security.

The regulatory management of Runway 10 as required by ICAO is still not in place after 25 years in operation. A new Airport land ownership plan is needed with the necessary agreements in place between the three landowners, and the Registration of a Difference made to ICAO as required.

Lack of knowledge and exposure by the ABAA management is causing legal issues as the Cabinet Decision of 2021 is being used to overreach into the Customs & Excise Act, by ABAA seeking to allocate Customs Bonds. Their failure to orient themselves with the adjunct areas of airport control like the Customs Excise Act, and RWY 10 are causing illegal takeovers which encourage litigation.

Much of the ignorance exhibited by the issues in the press like the dynamiting of the SDC Tower without authorization, establishes the failure to properly control and manage this important aviation complex of ours. The Airport needs a knowledgeable team of experts to first overhaul all operations, select and train Antiguans to control and manage the entire airport, establish proper communication with the International Aviation Organizations, in an effort to regain respect as country upholder of Rules and Regulations; ABAA needs to stop hiding wrong doing and instead seek to establish an atmosphere of Transparency.
