Redistricting claimant, Jeremy Enriquez has notified the Judicial and Legal Services Commission (JLSC) of his intention to sue, due to the extended period that has passed since he filed a complaint of bias against High Court Justice Tawanda Hondora. The complaint was submitted to the JLSC, which is chaired by the Chief Justice, on April 23rd of this year, and there was a follow-up letter on May 22nd.

In his third letter, dated today, Enriquez expresses deep concern and disappointment that the matter has not been addressed with urgency. He writes, “It is a matter of basic common sense, if not an elementary constitutional principle, that a complaint of judicial misconduct must be expeditiously addressed and resolved. Failing to do so has obvious adverse implications for the integrity of the administration of justice. Justice Hondora continues to sit as a High Court Judge with impunity.” He adds that the inaction further erodes “the very democratic and constitutional principles I sought to defend through our judicial system.”

Enriquez says he feels he is being deliberately ignored and punished for daring to file a complaint against a sitting judge. He deems the failure to resolve his complaint as “unconstitutional and unlawful.” He then writes, “Although I am a citizen of limited means, I wish to inform you that I intend to file a claim for judicial review to challenge the ongoing silence and inaction in this matter, and to seek an order to compel the Commission to decide within twenty-eight days from the date of this notice.”

Enriquez has asked that today’s letter be considered an official pre-action letter.
