Cognizant of the shortage of Ministerial manpower in Government, several Ministries have enjoined Junior Ministers sourced through the Senate. However, the most needy Ministries of the Hon Max Fernandez are sitting on the shelf, being micro-managed by persons known and unknown. Where is the Ministry of Aviation… housed in the mold engulfed APUA building, where the numbers of young women and boys endure their half day mold inhalation, ruining their health for nothing.

Tourism, as we remember our most celebrated Tourism Officer assured us by the slogan, ‘Smile, your smiles brings tourist dollars,’ was so, then. Now, recognizing today’s technological world our Tourism, the Minister has surrounded himself with a myriad of tourism experts and a Tourism Directorate, energized by a go-getter who markets the island expertly.

Not so with Aviation, although this is an industry which requires serious involvement in the daily changes, which continue to increase the Security and Safety measures which keep aircraft in the air. Clearly the Minister was very open when he received the many portfolios, stating that he will not run for office again, so it is incomprehensible that he should have been burdened with the additional heavy portfolios of Investment, Aviation and Transport.

The Minister is only occupied with what he, and what his many experts on Tourism know. Except for speaking on platforms for returning seasonal aircraft and complimenting the chaos of the regional aviation industry, he has failed to take up Aviation as the important, sophisticated and dynamic partner of Tourism. Aviation would be embraced by any of the young men whom are being brought into the political fray, but their passion and talent is restricted to local concerns only.

Aviation, Investment & Transportation are three very important portfolios which are seriously under managed and in some instances just not managed. And as we all know investors are prepared to give generously to to those who help them, and in today’s governance, enablers and facilitators are given free reign with the investors introduction to the Ministers and their high officers.

A dog-in-the-manger attitude is displayed by some Ministers of Government in their hold on Ministries, where their non-performance reflects the power plays of the island governance to hide their actions in important foreign negotiations. Aviation is embraced by the most legally restrictive system in an industry which is the second most dangerous in the world, and requires considerable reading and expert legal advice. Separated and as disunited as the Ministry and their Minister have become, through logistics and political ideological differences, that serious violations at VCBIA prevent any involvement of the Ministry of Aviation.

The results in the attempt to fill the void caused by the exit of the prior CEO, have obviously failed to effect any change in the downhill movement of VCBIA. It is clear that the introduction of someone in aviation education rather than Ramp and Operations, cannot effect the airport overhaul which is urgently needed. After three months of orientation the failure of the Board of ABAA to officially introduce the CEO to the major players in Aviation in Antigua & Barbuda, is geared to continuing its violations with cover-up expedited bureaucracy, ignoring Rules & Regulations, and continuing to reduce the extent of Transparency offered at VCBIA.
