Failure by AIrport Authority to establish an Agreement with landowners at Runway 10 invalidates all insurances of aircraft on the deregulated parking strip. This situation developed over 10 years ago when the Stanford empire unraveled and pieces of his grand land acquisition including airport, fell away from his liquidators control.

In the first place airport lands are always increased, never decreased, and never sold. Antigua has as a result been operating in direct violation of international rules and regulations, endangering the private aviation industry, and risking depletion of Antigua’s Treasury by failure to implement regulatory procedures on RWY10.
SDC was invited by the airport to enter into an agreement with the airport, whereby the lands and perimeter fence were included in the restricted area of the Airport. This allowed the seamless arrangements necessary, for insurance to cover all situations and accidents which might occur. The demise of that agreement in 2014, has not been renewed with the new owners, and has not been resolved to date.
All aircraft on RWY10 are unprotected by the failure of the airport authorities, to establish as a regulatory requirement, the correct location of the Perimeter Fence around the airports property, which is only the concrete parking ramp. This is a monumental failure which could allow an aircraft incident or accident to lose any or all insurance coverage. The assumption of knowledge by the airport authority on special areas of aviation, without checking with those who know, is one of the known problems of small states that do not budget much for constant training.
Two landowning companies own near 40 acres of land within the compound of the airport area referred to as RWY10, with no legal affiliation with the airport Authority. Whether Operating Agreements regarding the business are in order or not, the agreement which satisfies the ICAO demands for Airport Safety & Security are being dangerously breached.
Insurance companies have advised operators that should anything untoward happen, like an aircraft on the airport’s ramp being damaged by entry over privately owned lands, insurance will be voided. Knowing this or rather admitting to not knowing is no excuse, as aviation expects expert knowledge to rule supreme at all times.
The owners of our FBO exclusive monopoly, which is also a violation, is now owned by the largest investment firm in the world, and are being placed at risk, operating in an unregulated zone, which the Court does not consider part of the airport.

There is need for regulatory reform of Antigua’s airport, and in particular, which conforms with ICAO demand for Registering a Difference regarding landownership at VCBIA.
