We need an update on the drowning at Aquatic Centre

I write this letter to bring attention at this time to a fundamental issue relating to a society with credentials claiming democracy. A cardinal matter is the sanctity of life. All life, irrespective of the person’s station, age or achievement. As such, the organs of the State have the responsibility to ensure that all lives are treated with a level of sanctity.
There is the question to:- (a) 14 year old Joel Adams who lost his life, while in the care of the Ministry of Sport. He was attending a swimming programme at the National Aquatic Centre. We’ve had  no indication what the cause is of this youngster’s cause of death. A requirement in a functional democracy.
Earlier questions, such as were there certified lifeguards at the National Aquatic Centre? Was the protocol of there being available, a certain number of lifeguards to persons who were neither regular nor accomplished swimmers? In fact, these were trainees being taught to swim.
(b) My earlier question: Every lifeguard everywhere is trained to perform CPR and First-Aid. Was this done while awaiting the arrival of the ambulance?  I write this letter since the Hon. Minister of Sport, His Excellency Ramson, seems not fond of replying to concerns raised by ordinary folks as myself.
